Description: The CBay feature class is a polygon GIS coverage used to delineate the Conservation and Preservation areas of New Kent County, Virginia. This data layer was available for inclusion in the database from a previous contract between ISSL, and New Kent County. The source material for determining Resource Protection Areas (RPAs) and Resource Management Areas (RMAs) was National Wetland Inventory (NWI) maps, FIRMs from Federal Emergency Management Agency (FEMA), water features from the USGS 7-1/2 minute quadrangle maps and the New Kent County digital soils maps from VirGIS. RPAs included tidal wetlands and non-tidal wetlands linked to a tidal wetland by a continuous flowing stream buffered to 100 feet and 100 hundred year floodplain. RMAs included non-tidal wetlands, land area with an erodibility index greater or equal to 8, soil permeability at any horizon of the profile greater or equal to 6 in/hr. and connected to an RPA. The non_RMA adjacent to a RPA also was buffered to an addtitional 150 feet. The RPA was developed by first rasterizing the wetland, floodplain and county boundary layers to a cell size of 11.1111 meters. Tidal wetlands were buffered to 100 feet and clipped to the county boundary with the county layer. The floodplain layer was merged with the RPA receiving the RPA tag when the boundary exceeded the buffered wetland.
