Description:
The Equity Atlas is a detailed scoring methodology that uses racial and economic indicators to view the Dallas population through an equity lens. An update map using the following methodology:

Race

Each scored category represents the total population of the City of Dallas. 

A score of 5 indicates the percent people of color is between 91.95% - 100.00%.

A score of 4 indicates the percent people of color is between 79.27% - 91.94%.

A score of 3 indicates the percent people of color is between 59.03% - 79.26%.

A score of 2 indicates the percent people of color is between 28.93% - 59.02%.

A score of 1 indicates the percent people of color is between 0.00% - 28.92%.

Income

Each scored category represents the total population of the Dallas. 

A score of 5 indicates the median household income is between $16,935 - $37,622.

A score of 4 indicates the median household income is between $37,685 - $46,854.

A score of 3 indicates the median household income is between $46,856 - $58,711.

A score of 2 indicates the median household income is between $58,750 - $80,703.

A score of 1 indicates the median household income is between $81,357 - $250,001.

Poverty

Each scored category represents the total population of the City of Dallas. 

A score of 5 indicates the percent people in poverty is between 27.60% - 50.83%.

A score of 4 indicates the percent people in poverty is between 19.06% - 27.59%.

A score of 3 indicates the percent people in poverty is between 12.69% - 19.05%.

A score of 2 indicates the percent people in poverty is between 6.59% - 12.68%.

A score of 1 indicates the percent people in poverty is between 0.00% - 6.58%.

Health Insurance

Each scored category represents the total population of the City of Dallas. 

A score of 5 indicates the percent people having health insurance is between 39.71% - 67.98%.

A score of 4 indicates the percent people having health insurance is between 67.99% - 73.86%.

A score of 3 indicates the percent people having health insurance is between 73.87% - 80.77%.

A score of 2 indicates the percent people having health insurance is between 80.78% - 89.69%.

A score of 1 indicates the percent people having health insurance is between 89.70% - 100.00%.

Education

Each scored category represents the total population of the City of Dallas. 

A score of 5 indicates the percent of people with at least a high school diploma is between 27.74% - 60.47%.

A score of 4 indicates the percent of people with at least a high school diploma is between 60.48% - 72.26%.

A score of 3 indicates the percent of people with at least a high school diploma is between 72.27% - 85.64%.

A score of 2 indicates the percent of people with at least a high school diploma is between 85.65% - 96.21%.

A score of 1 indicates the percent of people with at least a high school diploma is between 96.22% - 100.00%.

Equity Atlas (EA) Score

The EA Score is the cumulative average score for all the indicators: Race, Poverty, Health Insurance, Median Income, and Education

EIA (Equity Impact Assessment) Score Methodology

Data was analyzed for each area in the city limits, assessed against the key questions below, and assigned a risk score (5:Highest Risk , 0: No Risk).

Do Black, Hispanic and Native American populations together make up more than 70% of the community? (Table DP05L: [DP05_0064PE-100]= Minority Population)

Does the area have 15% or more people living in poverty? (Table: S1701 [Male&Female])

Do less than 50% of the area’s households own the home they live in? (Table: DP04[DP04_0046PE])

Is the area rated “High” on the CDC’s Social Vulnerability level? (Texas 2018 SVI: RPL_Themes)
