Service Description: 2000ft buffers around all VDEQ LUSTs that meet the following criteria:
1) the "RST_SUSPEC" column equals "Confirmed" (as marked by VDEQ)
2) the point, when buffered by 2000ft intersects the albemarle county boundary.
We download this data from VDEQ periodically (currently weekly) to update our on-prem copies of the data (ablemarle_gis_local_gis_owner.lusts, " ". lust_buffers) using a script called 'data_refresh_deq.py".
