Description: The Pay-As-You-Go Program was initiated in 1976 by the Mobile County Commission as a means to fund Road Improvements, Bridge Replacement, and New Road Construction without the use of BOND ISSUES.
The County Commission, the County Engineering Department, and the County Administrator’s Office worked together to develop this new concept of funding a new road program and entitled it the Pay-As-You-Go Program. This program was designed to construct roads with currently available funding with no new taxes. The funding for this program is from the same source as the Bond Issue Program – the Special Highways Tax Fund, which is a six-and-one-half-mill ad valorem tax (as of 2012).
Mobile County Public Works developed the graphical representations for the projects based on the initially-proposed extents for the Year cited.
