Transportation System Management and Operations strategies provide money-saving, multimodal solutions that relieve congestion, optimize infrastructure investments, promote travel options and reduce greenhouse gas emissions. This layer includes all RLIS street segments that cities, counties, regional and state agencies are investing in to actively manage through TSMO.</p><p><br />Not included in this layer are representations of light rail, freight, or any non-street-segment geometry.
