Freshwater Management Units are defined in the NPS-FM (2020) as “all or any part of a water body or water bodies, and their related catchments, that a regional council determines under clause 3.8 is an appropriate unit for freshwater management and accounting purposes; and part of an FMU means any part of an FMU including, but not limited to, a specific site, river reach, water body, or part of a water body.”
Northland Regional Council has identified 13 WQ-FMUs:
• Aupouri
• Awanui
• Bay of Islands
• Bream Bay
• Doubtless Bay
• Herekino and Whangapē
• Hokianga
• Pouto
• Waipoua
• Whananaki Coast
• Whāngarei
• Whangaroa
• Northern Wairoa
These 13 WQ-FMUs group freshwater bodies and their contributing catchment areas for freshwater management and reporting purposes.
FMU boundaries were delineated by agglomerating contiguous polygons within the REC Catchment layer to form the larger WQ-FMUs. WQ-FMU boundaries were then extended to the Coastal Marine Area layer boundary where there was a spatial gap between REC Catchment boundaries and the Coastal Marine Area boundary.
The WQ-FMU boundary layer is to be used for freshwater planning, management, and accounting to support NRC’s implementation of the NPS-FM (2020) at the FMU scale (10–103 km2) These boundaries may not be suitable for applications at a specific site, river reach, water body, or smaller scales (i.e., <10 km2), except to identify to which WQ-FMU a specific site, river reach, or water body belongs.
