Service Description: This index equally weights two components: 1) accessibility to health facilities, and 2) usage of health facilities. Accessibility is defined as time to travel to health facilities. This approach assumes that individuals will travel via vehicle if there is a road and will walk if there is no road. Vulnerability is ranked into five categories by type of health facility (primary or secondary) and accessibility. Areas less than 30 minutes away from a secondary facility are the least vulnerable and areas further than one hour from either a primary or secondary facility are the most vulnerable. Usage of health facilities is proxied by percentage of women that have visited health facilities or seen field workers at least once in a year. Vulnerability from usage is ranked into five categories by quintile. Areas in the lowest quintile of usage are considered to be the most vulnerable.
