HOPE VI is a program of the United States Department of Housing and Urban Development. It is intended to revitalize the worst public housing projects in the United States into mixed-income developments.
A program with the potential to attract investment capital into low-income areas of North Carolina was created by federal tax legislation, known as The Tax Cuts and Jobs Act (H.R.1). North Carolina Opportunity Zones will offer qualified investors certain tax benefits when they invest unrealized capital gains into these areas. North Carolina’s 252 zones were certified by the United States Treasury on May 18, 2018. The following seven Durham County Census Tracts are among them: 37063001001, 37063001100, 37063001304, 37063001400, 37063001502, 37063002016, 37063002300.

The Northeast Central Durham Initiative is a large area identified by the Office of Economic and Workforce Development (OEWD) and targeted for economic development incentives.
