Description: This polygon theme identifies areas in Pierce County that have been designated as current Reimbursement/Latecomers Agreement Areas. The purpose of a reimbursement agreement as stated in Chapter 13.05 (now repealed) is to allow the County to enter into reimbursement agreements with owners of real property for the installation of sewer facilities subject to future reimbursement by the County from the Owners Capital Facility Charge and connection charges received from property owners who did not contribute to the original cost of installing the facilities and who subsequently benefit from the installation by utilizing capacity in the sewer facilities. The purpose of the latecomers agreement as stated in Chapter 13.10 is to allow the County, pursuant to Chapter 35.91 RCW, to enter into Latecomers Agreements with a developer of real property for the installation of public sanitary sewer facilities. It is entirely within the County's sole discretion whether it elects to enter into Latecomers Agreements. In order for the County to execute a Latecomers Agreement, the County must be convinced that the eligibility requirements set forth in PCC 13.10.030 have been met and it is in the best interest of the County to enter into such an agreement so that the benefit to the County outweighs the cost to the County in entering into an agreement. The polygon areas are used to identify the properties that are subject to the terms of the Reimbursement/Latecomers Agreement.
