<purpose>The primary purpose is to identify water body and pollutant pairs which have been removed from Missouriâ&#128;&#153;s 303(d) List of impaired waters due to the development and approval by the U.S. Environmental Protection Agency (EPA) of a Total Maximum Daily Load (TMDL), a permit in lieu of a TMDL (PIL), or reassignment of the impairment as belonging to Category 4 C as defined in EPAâ&#128;&#153;s July 2005 guidance entitled â&#128;&#156;Guidance for 2006 Assessment, Listing and Reporting Requirements Pursuant to Sections 303(d), 305(b) and 314 of the Clean Water Act.â&#128;&#157;</purpose>

<othercit>The National Hydrography Dataset (NHD) is a feature-based database that interconnects and uniquely identifies the stream segments or reaches that make up the nation's surface water drainage system. NHD data was originally developed at 1:100,000-scale and exists at that scale for the whole country. This high-resolution NHD, generally developed at 1:24,000/1:12,000 scale, adds detail to the original 1:100,000-scale NHD. (Data for Alaska, Puerto Rico and the Virgin Islands was developed at high-resolution, not 1:100,000 scale.) Local resolution NHD is being developed where partners and data exist. The NHD contains reach codes for networked features, flow direction, names, and centerline representations for areal water bodies. Reaches are also defined on water bodies and the approximate shorelines of the Great Lakes, the Atlantic and Pacific Oceans and the Gulf of Mexico. The NHD also incorporates the National Spatial Data Infrastructure framework criteria established by the Federal Geographic Data Committee. The NHD is a national framework for assigning reach addresses to water-related entities, such as industrial discharges, drinking water supplies, fish habitat areas, and wild and scenic rivers. Reach addresses establish the locations of these entities relative to one another within the NHD surface water drainage network, much like addresses on streets. Once linked to the NHD by their reach addresses, the upstream/downstream relationships of these water-related entities--and any associated information about them--can be analyzed using software tools ranging from spreadsheets to Geographic Information System (GIS) can also be used to combine NHD-based network analysis with other data layers, such as soils, land use and population, to help understand and display their respective effects upon one another. Furthermore, because the NHD provides a nationally consistent framework for addressing and analysis, water-related information linked to reach addresses by one organization (national, state, local) can be shared with other organizations and easily integrated into many different types of applications to the benefit of all.</othercit>

Line work representing streams, lakes and reservoirs were selected from the USGS 1:100,000 NHD files using the Missouri 2002 303(d) list.  Only those features  on the 303(d) list appear in this shapefile.  Section 303(d) of the federal Clean Water Act requires that each state identify waters that are not meeting water quality standards and for which adequate water pollution controls have not been required. Water quality standards protect such beneficial uses of water as whole body contact (such as swimming), maintaining fish and other aquatic life, and providing drinking water for people, livestock and wildlife. The 303(d) list helps state and federal agencies keep track of waters that are impaired but not addressed by normal water pollution control programs.
Under the federal Clean Water Act, the Total Maximum Daily Load (TMDL) program provides a framework for identifying and cleaning up impaired waters. Section 303(d) of the law requires states to identify all waters that are failing to meet the state's water quality standards.  These waters remain impaired even though the existing regulatory and permitting requirements have been put in place. The state is required to develop a TMDL for all waters on the 303(d) list. The TMDL is a mathematical calculation of the amount of a specific pollutant a water body can absorb and still meet water quality standards. Each TMDL document will include allocations of the acceptable load for all sources of the pollutant. It will also include an implementation plan to identify how the load will be reduced to a level that will protect water quality. <otherCitDet>The National Hydrography Dataset (NHD) is a feature-based database that interconnects and uniquely identifies the stream segments or reaches that make up the nation's surface water drainage system. NHD data was originally developed at 1:100,000-scale and exists at that scale for the whole country. This high-resolution NHD, generally developed at 1:24,000/1:12,000 scale, adds detail to the original 1:100,000-scale NHD. (Data for Alaska, Puerto Rico and the Virgin Islands was developed at high-resolution, not 1:100,000 scale.) Local resolution NHD is being developed where partners and data exist. The NHD contains reach codes for networked features, flow direction, names, and centerline representations for areal water bodies. Reaches are also defined on water bodies and the approximate shorelines of the Great Lakes, the Atlantic and Pacific Oceans and the Gulf of Mexico. The NHD also incorporates the National Spatial Data Infrastructure framework criteria established by the Federal Geographic Data Committee. The NHD is a national framework for assigning reach addresses to water-related entities, such as industrial discharges, drinking water supplies, fish habitat areas, and wild and scenic rivers. Reach addresses establish the locations of these entities relative to one another within the NHD surface water drainage network, much like addresses on streets. Once linked to the NHD by their reach addresses, the upstream/downstream relationships of these water-related entities--and any associated information about them--can be analyzed using software tools ranging from spreadsheets to Geographic Information System (GIS) can also be used to combine NHD-based network analysis with other data layers, such as soils, land use and population, to help understand and display their respective effects upon one another. Furthermore, because the NHD provides a nationally consistent framework for addressing and analysis, water-related information linked to reach addresses by one organization (national, state, local) can be shared with other organizations and easily integrated into many different types of applications to the benefit of all.</otherCitDet>

Line work representing streams, lakes and reservoirs were selected from the USGS 1:100,000 NHD files using the Missouri 2002 303(d) list.  Only those features  on the 303(d) list appear in this shapefile.  Section 303(d) of the federal Clean Water Act requires that each state identify waters that are not meeting water quality standards and for which adequate water pollution controls have not been required. Water quality standards protect such beneficial uses of water as whole body contact (such as swimming), maintaining fish and other aquatic life, and providing drinking water for people, livestock and wildlife. The 303(d) list helps state and federal agencies keep track of waters that are impaired but not addressed by normal water pollution control programs.
Under the federal Clean Water Act, the Total Maximum Daily Load (TMDL) program provides a framework for identifying and cleaning up impaired waters. Section 303(d) of the law requires states to identify all waters that are failing to meet the state's water quality standards.  These waters remain impaired even though the existing regulatory and permitting requirements have been put in place. The state is required to develop a TMDL for all waters on the 303(d) list. The TMDL is a mathematical calculation of the amount of a specific pollutant a water body can absorb and still meet water quality standards. Each TMDL document will include allocations of the acceptable load for all sources of the pollutant. It will also include an implementation plan to identify how the load will be reduced to a level that will protect water quality.
