Land parcels were defined by querying the &lt;a href='http://services2.arcgis.com/j80Jz20at6Bi0thr/arcgis/rest/services/LosAngelesVacantParcels/FeatureServer' target='_blank'&gt;Los Angeles Vacant Parcels layer&lt;/a&gt; to determine the 15 available areas nearest the Los Angeles River that were greater than 0.5 acres and less than 10 acres in area, zoned for park use, and at least 0.25 miles away from toxic release facilities, and existing parks. </idAbs>
