These potential contaminant source threats are to be used in conjunction with the mapped sensitive areas to provide an overall picture of the susceptibility of the drinking water system.             <purpose>This layer was developed in order to spatially reference the significant potential contaminant sources identified in watershed and recharge areas that supply drinking water to wells, springs or intakes (the "drinking water source area") for Public Water Systems (PWSs) within the State of Oregon.  Significant potential sources of contamination can be defined as any facility or activity that stores, uses, or produces the contaminants of concern and has a sufficient likelihood of releasing such contaminants to the environment at levels that could contribute significantly to the concentration of these contaminants in the source waters of the public water supply.  Source water assessments were completed for these PWSs in accordance with the 1996 Amendments to the Safe Drinking Water Act and Oregon's 1999 Source Water Assessment Plan.  The intent of completing inventories of potential contaminant sources is to provide: a) information on the locations of potential contaminant sources, especially those that present the greatest risks to the water supply, b) an effective means of educating the local public about potential problems, c) valuable awareness to those that own or operate facilities and land use activities in the drinking water protection area, and d) a reliable basis for developing a local protection plan to reduce the risks to the water supply.</purpose>
            			
            <supplinf>Data was compiled in cooperative effort between Oregon Dept. of Environmental Quality/Water Quality Division, Drinking Water Protection Program and Oregon Dept. of Human Services/Drinking Water Program.  Oregon's Source Water Assessment methods and more information on Oregon's Drinking Water Protection Program are provided at "http://www.deq.state.or.us/wq/dwp/dwphome.htm".  The Source Water Assessments were completed between 2000 and 2005.  This data layer includes PCSs for community and non-transient non-community public water systems (PWSs) only.  Source Water Assessment results for transient non-community systems PWSs are not included in this data.  Information on private non-public water systems supplies was not collected as part of the Source Water Assessment project.  Communities are encouraged to "enhance", update and refine the State's Source Water Assessment results (including the delineation of the sensitive areas and the identification of the potential contamination sources) through further research and local input as they move forward in developing protection strategies.

Over 15,000 potential contaminant sources (PCSs) were identified in Oregon drinking water source areas (DWSAs).  The PCSs were identified based on a list of over 100 separate categories of PCSs (covering commercial/industrial, residential/municipal, and agricultural/forestry land uses) that was developed by a statewide advisory committee.  The PCS inventories were conducted by reviewing applicable state and federal regulatory databases and land use maps, interviewing persons knowledgeable of the area, and conducting a windshield survey by driving through the drinking water protection area to field locate and verify as many of the potential contaminant source activities as possible.  Sites and areas noted on this map are potential sources of contamination to the drinking water identified by Oregon Drinking Water Protection Program staff.  Water quality impacts are not likely to occur when contaminants are used and managed properly and land use activities occur in such a way as to minimize erosion and contaminant releases.  These potential contaminant source threats are to be used in conjunction with the mapped sensitive areas to provide an overall picture of the susceptibility of the drinking water system.

Feature identification markers correspond to the potential contaminant source numbers in the SWA Report. The "Area" features represent the approximate area where the land use or activity occurs and are marked at the point closest to the intake.  The "Point" features represent the approximate point where the land use or activity occurs. The total number of potential contaminant sources listed in the layer is greater than the total number of individual facilities/sites/areas because more than one type of potential contaminant source may be present at any given facility/site/area.

For a limited number of PWSs, there were no potential sources of contamination identified in the protection area during the Source Water Assessment.  In this case, the potential for future development(s) in the watershed to impact the source water should be considered during development of protection strategies.

Known Problems- 
Problem 1) Some Source Water Assessments were completed by the PWS. Information on the potential contaminant sources and/or the delineation for these PWSs may not be fully included in this data for the following: 4100143 - Brightwood Water Works; 4100200 - City of Coburg; 4100287 - Eugene Water and Electric Board; 4100296 - City of Fairview Water Dept.; 4100394 - Idanha City Water; 4100418 - Junction City Water Utilities; 4100443- City of Klamath Falls Water Dept.; 4100513 - Medford Water Commission (Big Butte springs); 4100657 - Portland Bureau of Water Works; 4100666 - Powell Valley Road and Water District; 4100731- Salem Public Works; 4100837 - Springfield Utility Board; 4100839 - Rainbow Water District (Springfield); 4100954 - City of Wilsonville; 4101068 - Big Valley Woods RV Resort; 4101241 - Zig Zag Water Co-op; 4105581 - Weiss Estates Water System; 4193745 - Lebanon High School.

        <distliab>This GIS layer is a graphic representation of potential contaminant sources (PCSs) located in Oregon drinking water source areas (DWSAs) that were identified under the Oregon Dept. of Environmental Quality &amp; Oregon Dept. of Human Services (DHS), "Source Water Assessment Plan" in 1999.  The original list of public water systems (PWS) was generated in 1999; however, additional PWSs and their associated DWSAs will be added in the future. PWSs whose status changed to community or non-transient non-community since the 1999 list was generated may not be included; PWSs that have become inactive may be deleted.  Additional PWS DWSAs are included but may be removed before general public release of the data. Users are advised that this layer is designed to be used in conjunction with the mapped sensitive areas to provide an overall picture of the susceptibility of the drinking water system. There may be both revisions and corrections to the GIS representation without notice. Care was taken in the development of these GIS layers, but they are made available "as is".
