<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This dataset consists of National Park Service (NPS) tract boundaries (public and private) within the Santa Monica Mountains National Recreation Area (SMMNRA) and major local parkland areas outside the SMMNRA boundary. NPS tracts do not necessarily correspond to assessor parcels. Contiguous parcels owned by one entity are grouped into one tract. Contiguous parcels where development existed prior to park establishment in 1978 are grouped into large tracts. Parkland outside the SMMNRA boundary is mapped on an opportunistic basis and is not complete. Property boundaries were initially drafted by hand on 1:24000 USGS topographic maps and later digitized by private contractor. The current geography has been edited to better register with Los Angeles County and Ventura County Assessor maps. </SPAN></P><P><SPAN>In 2012, geography was reconstructed by GIS Technician, Luis Aguilar, using 2010 Los Angeles County and Ventura County parcel data. Parcel polygons were edited to conform to tracts within the NRA. Outside the NRA, park land polygons were imported from previous tracts data. Road gaps in parcels were collapsed to centerline so there is a continuous fabric within the NRA boundary. Attributes and tract boundaries were checked against official NPS sources and current parcel data. Work was completed in 2014 and data imported into file geodatabase with topology.</SPAN></P><P><SPAN>Data attributes and geography are updated on an ongoing basis to the best of NPS' ability, but due to volatility of land ownership in this area and complexity of merging two different property delineation systems (i.e. assessor parcels and NPS tract system), confirm information derived from this data with other sources when accuracy is critical. Values were initially obtained from hard copy map and later verified on-screen. Attributes are maintained to the best of the NPS' ability, but data will never be completely accurate and up-to-date.
Accuracy of final product is impossible to estimate. Both accuracy of original maps and distortions created during the digitizing and edge-matching process are serious sources of possible error. NPS attempted to edit linework to better register to county assessor parcel data where available, particularly LA County and City areas. However, these data are best used as a general guide to location and extent of park lands and not a source of precise property boundaries. At a minimum, the map is no better than NMAS for 1:24000 scale maps (+/- 12.2meters) and may be worse in places.
Original NPS property maps were drafted by hand from 1978-1983 on enlarged USGS 1:24,000 topographic maps. Maps were drafted at six different scales depending on size of parcels. Regular updates were drafted on original maps. In 1990, the hand-drafted map sheets (60) were digitized by contractor in GRASS GIS. Individual digitized sheets were geo-referenced and edge-matched into one single data layer. Accuracy of final product is impossible to estimate. Both accuracy of original maps and distortions created during the digitizing and edge-matching process are serious sources of possible error. At a minimum, the map is no better than NMAS for 1:24000 scale maps (+/- 12.2meters) and is likely much worse.

In 1992, data were converted to Arc/Info format. In 1995, data were edited to register better with Los Angeles County Assessor map in CAD format. Stated accuracy of parcel map was +/- one foot. A very rough estimate of the resulting accuracy of unincorporated Los Angeles County areas (i.e. those tracts covered by the parcel map) is +/- 30 meters. Los Angeles City portions of the map were not significantly changed.

TRACT
Tracts are the basic unit of land ownership for the NPS and the "tract number" is the unique identifier. The number is composed of a three digit segment (map sheet) number, dash, and a two digit number representing the individual tract. Usually a tract is comprised of one assessor parcel. However continguous parcels owned by a single entity are generally grouped into one tract with one tract number. Additionally, areas that were densely developed when the park was created (i.e. areas that were not of interest for recreation, conservation, etc.) are grouped into single tracts even though they may consist of many parcels with different owners. The tract number system was developed by the NPS. Only polygons within the NRA boundary will have tract numbers.
