all major drainage basins in the City. This study,
known as the Citywide Master Storm Drain Study
(prepared by Montgomery-Watson), was done to
ascertain the effects that post-1985 development has
had on flood levels and was independent of the studies
prepared by FEMA. In most instances, it was
determined that flood elevations would be higher than
those provided by FEMA, due in large measure to
increased urbanization in the area's watersheds and
what the City considered to be more accurate
information on storm duration and intensity used in the
Montgomery-Watson study. As with the FIRM maps,
Montgomery-Watson mapping is also updated to
